How do you feel about pets in restaurants?

Bring on the Cat Cafés! And Puppy Pubs!
I don't know why more restaurants don't allow it.
They're OK as long as they're in the outdoor seating area.
Is there a reason people can't leave the pet home for a couple hours?
Gross. Animals have fleas.
