How do you define "local" food?

It must be grown at a farm in my town.
I'd like it to come from within an hour's drive.
If it's grown in-state, that's fine.
If it's from New England, that counts!
I'll go with the USDA definition: if it's produced within 400 miles of my house, it's local.
